The first and second guide portions are formed to axially overlap with the first and second land portions so as to abut the first and second land portions at all times when the valve body axially moves. The valve body includes a plurality of communicating paths penetrating through the valve body in the axial direction, and, in the sleeve, a first space formed on one end side of the valve body and a second space formed on the other end side of the valve body communicate with each other via the communicating paths.
