The method may comprise: receiving first configuration information, wherein the first configuration information comprises a resource allocation type corresponding to at least one radio network temporary identifier (RNTI) for scrambling downlink control information (DCI); after receiving the DCI, determining a target RNTI that scrambles the DCI; determining a resource allocation type corresponding to the target RNTI based on the target RNTI and the resource allocation type corresponding to the at least one RNTI for scrambling the DCI; and scheduling a resource according to the resource allocation type corresponding to the target RNTI.
