A user terminal of the present invention includes a transmitting section that transmits uplink control information (UCI) by using an uplink control channel, and a control section that controls a hopping timing of a frequency resource to which the uplink control channel is mapped, based on whether an index of a starting symbol of the uplink control channel is an even number or an odd number and a duration of the uplink control channel.
