When the UE determines that the signal quality of the first cell is higher than a preset threshold, and the UE receives first indication information sent by the first cell, the method includes selecting, by the UE, the first cell as a serving cell, where the first indication information indicates that the first cell can control the UE to transmit device-to-device D2D service data on a second transmission carrier frequency, and the first transmission carrier frequency and the second transmission carrier frequency are located at different frequencies.
