The method includes that: a base station transmits a first request message to a CN device, the first request message being used for applying for establishing a first interface, the first interface being an interface between a radio access network (RAN) to which the base station belongs and a CN, and the first request message carrying at least one of: location area information of a specific geographical area configured for paging a UE, information of a public land mobile network (PLMN) supported by the base station, and base station type information of the base station; and the base station receives a first response message transmitted by the CN device, where the first response message is used for indicating that the first interface has been successfully established.
