The method includes ordering downlink control information (DCI) fields according to an order of serving cells for a monitoring occasion (MO), identifying a plurality of valid DCIs per MO per serving cell and determining the PUCCH resource from a last physical downlink control channel (PDCCH) in a last MO on the serving cell with a largest cell index.
