A content of a hydrogen atom bonded to a silicon atom per unit mass is 300 ppm or less, or optionally is 20 ppm or less. In addition, the silicon atom in the siloxane as a component for the silicone particles is crosslinked with another silicon atom via an alkylene group having a carbon number of 4 to 20.
