The method includes a target base station receiving an RRC connection recovery request message sent by a terminal. The method also includes the target base station determining, according to a UE identifier in the RRC connection recovery request message, a first node served by the terminal, and acquiring a UE context from the first node. The UE context includes a first UE context at a first node side and a second UE context at a second node side. The method further includes the target base station sending an RRC connection recovery message to the terminal, so that the terminal recovers an RRC connection.
