The user equipment receives from a base station, a first timer value for a random access procedure without the early data transmission and a second timer value for a random access procedure with the early data transmission, selects the second timer value in response to determining that the user equipment performs the early data transmission, and starts a timer configured with the second timer value in response to transmitting the uplink data by the early data transmission.
