In some aspects, a base station (BS) may determine, for a user equipment (UE) in an idle mode or an inactive mode, a reference signal configuration, wherein the reference signal configuration is for a channel state information reference signal or a tracking reference signal; and transmit, to the UE, a message including information identifying the reference signal configuration.
