The access control method comprises: receiving configuration information related to a data radio bearer (DRB); receiving a media access control element (MAC CE) indicating the activation/deactivation of a packet data convergence protocol layer (PDCP) duplication function of the DRB; when the MAC CE indicates the deactivation of the PDCP duplication function, determining whether the configuration information comprises indication information, the indication information indicating a restriction relationship between a logical channel associated with the DRB and a serving cell which is allowed to be used; and determining a serving cell used for the logical channel according to the result of the determination.
