The method includes: obtaining, by a first terminal, first configuration information, where the first configuration information includes at least one piece of first carrier information and corresponding first channel congestion parameter information; obtaining first data; selecting at least one direct link transmission carrier for the first data according to the first carrier information and in a priority sequence based on the first channel congestion parameter information; and sending the first data on the direct link transmission carrier.
