Specifically, the UE performs a registration to a first public land mobile network (PLMN) via a first base station, receives an disaster related message applied to the first PLMN or applied to an area in which the UE is located when there is no service provided from the first PLMN, transmits a registration request message to a second PLMN providing an disaster roaming service based on the disaster related message, and receives, from the second PLMN, a response message to the registration request message. The UE is subscribed to the first PLMN, and the second PLMN is configured to provide the disaster roaming service to the UE based on a disaster applied to the first PLMN or applied to the area in which the UE is located.
