The method includes: receiving, by a first node, PC5 broadcast reference information from a second node, where the PC5 broadcast reference information is used to indicate to send target data from the second node in a PC5 interface broadcast mode; and sending, by the first node, the target data in the PC5 interface broadcast mode based on the PC5 broadcast reference information.
