Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive one or more repetitions of a broadcast message for broadcast service in one or more transmission occasions. The UE may determine a hybrid automatic repeat request (HARQ) configuration that indicates whether HARQ combining is supported for the broadcast message based at least in part on one or more properties of the broadcast message. The UE may perform a decode attempt on a transport block carried in the one or more repetitions of the broadcast message based at least in part on the HARQ configuration.
