One example method includes: receiving, by a terminal device, a first message in a random access procedure; and performing, by the terminal device, retransmission of a first physical uplink control channel (PUCCH) based on first information, wherein the first PUCCH carries feedback information corresponding to the first message, wherein the first information indicates whether the terminal device has a capability of repeatedly transmitting the first PUCCH.
