Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive a message indicating that the UE is to execute a make-before-break handover procedure. The UE may transmit, during the make-before-break handover procedure and based at least in part on a prioritization rule, a first uplink communication to a target base station. The prioritization rule may indicate a relative priority for different uplink communications included in a group of uplink communications. The group of uplink communications may include at least the first uplink communication to be transmitted by the UE to the target base station and a second uplink communication to be transmitted by the UE to a source base station during the make-before-break handover procedure.
