The first configuration information includes uplink BWP configuration information and downlink BWP configuration information. The terminal receives second indication information sent by the network device. The second indication information is used to indicate a dormant BWP, and the dormant BWP includes at least one of a dormant uplink BWP or a dormant downlink BWP.
