Power consumption of the UV-ray irradiating means (60) is suppressed greatly, the UV-ray irradiating means (60) is reduced in size and weight or simplified, waiting time of the UV-ray irradiating means (60) is eliminated when the UV-ray emitting body is lighting, or generation of ozone is prevented when the UV-ray emitting body is lighting.
