The invention comprises assigning a first PLCM type, when the PLCM for the mobile terminal is based on an international mobile station identification number that is based on a mobile identification number (MIN) associated with the mobile terminal and assigning a second PLCM type, when the PLCM for the mobile terminal is provided by a service provider.
