The cylindrical drum part is formed with a plurality of cutout parts to be divided into a plurality of elastic plate parts. The cutout part is extended from a tip end of the cylindrical drum part to a middle position in a radial direction of the base plate part and the elastic plate part is formed of the cylindrical drum part and the base plate part.
