A flag updating unit catalogs a resource surplus flag and a supply filled flag at the end of a previous period and a skip flag that indicates whether a self-policer skips consuming resources in the following period based on the passing information in the previous period and the current period. The flag judging unit refers to a latest skip flag and judges the presence or absence of frame passing in the following period.
