The system determines, based upon movement of the access terminal in a dormant state between subnets, and upon ColorCode and SecondaryColorCode values of each subnet, whether or not the access terminal should immediately initiate a Unicast Access Terminal Identifier (UATI) update request, or delay the Unicast Access Terminal Identifier (UATI) update.
