In one embodiment, the apparatus comprises a car unit (CU) permanently mounted in the vehicles, which transmits vehicle identification (ID) and a road unit (RU), which receives the identification and singles out suspect vehicles. The apparatus may include a portable personal unit (PU), which identifies the driver.
