An uplink quality measurer measures an uplink quality representing the quality of uplink data, and a transmission decision unit compares the measured uplink quality with a reference value to determine whether to accept or reject transmission of the uplink data and transmits a transmission acceptance/rejection signal in accordance with the comparison result. A transmission acceptance/rejection signal receiver of a terminal receives the transmission acceptance/rejection signals from a plurality of base stations with which the terminal is connected by diversity handover, and an uplink data transmission controller transmits the uplink data only when it is judged based on the transmission acceptance/rejection signals that there is no base station rejecting the transmission of the uplink data.
