In one embodiment, a method includes creating a gaseous, homogenous premixture of fuel and oxidizer in a first pre-combustion vortex chamber, which includes introducing fuel at an axis of the oxidizer vortex both axially and radially through an injector having a plurality of ports through a sidewall arranged in a plurality of rows substantially parallel to one another. In an embodiment, an apparatus includes a pre-combustion fuel mixing device having a housing with a first pre-combustion vortex chamber having a first compartment, a second compartment, and a third compartment.
