The ornamental display assembly includes a strap having first and second connectors on respective ends thereof and is configured to form a loop for being looped around and attached to the structure, a sleeve carried by the strap, and at least one ornamental band having a portion received in the sleeve and a portion extending from the sleeve and having a fastener on and end thereof for being fastened to the surface.
