The method includes the following steps: receiving, by a target evolved NodeB (T-eNB), identity information sent from a user equipment (UE), the identity information being allocated to the UE by a source evolved NodeB (S-eNB); and sending, by the T-eNB, parameters to the UE if identity information, matching the received identity information sent from the UE, is available in the T-eNB, wherein the parameters are allocated to the UE. The apparatus includes a receiving module and a sending module. The communication system, network handover processing method and network handover processing apparatus can reduce the state change times of the UE in the network handover process and save the system resources.
