The method may include receiving, by a base station, a control message from a user equipment (UE). The control message may be one of a MDT prohibit indication configured to indicate the base station should not select the UE for performing MDT, a UE status indication including at least one first UE parameter to be used by the base station when selecting MDT UEs, and a MDT measurement rejection when at least one second UE parameter differs from a predetermined UE parameter threshold.
