Data for providing communication services based upon identification of decision makers associated with communication services is stored, wherein the data including a user profile and default template identifying a default decision maker for a service. Policy rules and the stored data are analyzed. A new decision maker for a particular service is identified based upon the analysis of the policy rules and the stored data. The communication services are provided to the identified new decision maker.
