The control module is configured to estimate a first path loss between the first wireless device and a second wireless device, estimate a second path loss between the first wireless device and the second wireless device, generate an absolute value of a difference between the first path loss and the second path loss, and compare the absolute value of the difference between the first path loss and the second path loss to a predetermined threshold. The transmitter is configured to transmit a radio frequency signal at the first minimum transmit power in response to the absolute value of the difference being less than or equal to the predetermined threshold, and transmit the radio frequency signal at a second minimum transmit power in response to the absolute value being greater than the predetermined threshold.
