The controller measures a first signal quality and a second signal quality, the first signal quality being signal quality of a signal from the first wireless base station which is communicated with the communicator, the second signal quality being a signal quality of a signal received by the communicator from the second wireless base station, and executes a handover from the first wireless base station to the second wireless base station by controlling the communicator when the first signal quality is lower than the second signal quality and an integration value, along the time axis, of a difference between the first and the second signal qualities is more than a predetermined value.
