The insulating substrate has a plurality of teeth and a rod, and the wiring layer is formed on the insulating substrate and includes a plurality of lead wires individually extending from a distal end of each of the plurality of teeth to an end of the rod to deliver a current of a potential across a conductive member being in contact with the distal ends of the teeth to the end of the rod.
