The device (100, 200, 200bis, 300, 300bis) is a two-way and two-position valve for the communication between the cylinder stem-side pilot line (5) and the valve-side line (3) and is a valve which can take an open position and a partialized position, or anyway it never takes a closed position. The device (100, 200, 200bis, 300, 300bis) can take a position so that the fluid passage between the pilot lines (108, 109, 208, 209, 308, 309) is never completely closed.
