Drive electrodes are formed on confronting side surfaces of the partition walls so as not to be electrically connected to one another and are configured to be driven independently from one another to independently deform the partition walls. Each of the partition walls has a first portion made of a first material and extending from a base surface of the corresponding groove, and has a second portion extending from the first portion and being made of a second material having a higher permittivity than that of the first material. A cover plate is mounted on the actuator substrate so as to cover the grooves, and a nozzle plate has nozzles communicating with respective ones of the grooves.
