When the controller (100) is arranged so as to be overlapped with a non-contact IC card, the copper plate frame (101) and a coil antenna built in the non-contact IC card are partially or entirely overlapped. If the cut-off portion (20) is in the open state, it is possible to read information recorded on the non-contact IC card. If the cut-off portion (20) is in the closed state, it is impossible to read the information recorded on the non-contact IC card.
