The inner operational device (10) includes an inner chassis (20), an inner spindle (76), and an inner lining (60) made of a material harder than the inner spindle (76). The outer operational device (12) includes an outer chassis (305), an outer spindle (379), and an outer lining (353) made of a material harder than the outer spindle (379). Inner and outer returning devices (38A, 38B) are provided for returning the inner and outer spindles (76, 379). A torsion spring (50A, 50B) of each of the inner and outer returning devices (38A, 38B) is mounted to a push ring (40A, 40B) before assembly with the inner and outer chassis (20, 305), allowing easy assembly of the torsion springs (50A, 50B).
