The shroud is for covering a complementary portion of a meter base, and includes: a radially extending base portion; an axial extension extending from the base portion, the axial extension for obstructing access to the complementary portion of the meter base; and a key member extending axially from the base portion, the key member having a bidirectional tab for engaging a slot in the complementary portion of the meter base.
