The present invention relates a device for storing and dispensing a fluid. The device includes an elongated container, an outlet component, and a movable dispensing component. Also disclosed is a kit that includes the device and a filling attachment for refilling the device with a fluid. Also disclosed is a kit that includes a compilation of component parts comprising the elongated container, the outlet component, and the movable dispensing component of the device. The kit can further include a filament for directly or indirectly anchoring the movable dispensing component to the elongated container. The kit can also include a filling attachment comprising an attachment end and an adapter end.
