The surface-coated reinforcing material is provided, on the surface of a reinforcing material, with laminated coating layers consisting of one or more coating layers (A), which comprise a silane coupling agent (I) having at least one hydrocarbon group having a norbornene structure, and one or more coating layers (B), which comprise a coupling agent other than the silane coupling agent (I) and/or a fatty acid.
