When a request for handover from a radio cell station CS3 to a radio cell station CS4 is received from the radio personal station PS that conducts the call connection through the radio cell station CS, the call connection of the radio personal station PS goes through the radio cell station CS4 and the radio cell station CS2 under control. While the call connection going through the radio cell station CS2 is being conducted, the position registration is not requested of the management device ME. When the call connection going through the radio cell station CS4 and the radio cell station CS2 is ended, the position registration is requested of the management device ME.
