The receiving unit is configured to receive a program of an energy saving service from a service provider. The acquisition unit is configured to acquire an external information related to the energy saving service. The estimation unit is configured to estimate a resource consumption of respective computer resources of a plurality of servers to execute the program based on the external information. The selection unit is configured to select at least one server to be provided with the program from the plurality of servers based on the resource consumption.
