A reference signal transmission controller is arranged in a network so as to generate and transmit a reference signal in accordance with the communication cycle. A reference signal reception controller receives the reference signal and compares the reference signals to a predetermined filtering condition table. If the signal is matched with the table, the controller executes a data reception process and a data transmission process.
