A charging device transmits a charging initiation request including the meter identifier and a charging identifier to a server, and receives a charging initiation response in response to the charging initiation request from the server. The charging device transmits a charging completion message indicating power consumed for the charging to the server upon completion of the charging, and receives charging information indicating billing information according to the charging of the battery from the server.
