The assembly comprises an outer ring sleeve having a cylindrical shank, the outer ring sleeve disposed around a portion of the inner grommet shank, the outer ring sleeve shank configured to accommodate an eyelet of a mounting arm there-around. The assembly comprises an outer grommet having a cylindrical shank, an axial opening of the outer grommet shank configured to accommodate the inner grommet shank there-in.
