An error rate measurement unit measures the error rate of recorded media after specific data is written to the media; an error rate evaluation unit determines if the media error rate measured by the error rate measurement unit is less than or equal to a preset threshold value; and a data recording unit that, when the error rate evaluation unit determines the error rate exceeds the specific threshold value, writes specific data recorded to the recorded media to other unused media.
