Of the light emitted from the light-emitting element (200), the light incident to the second incidence surface (126a) is within a range of angles θ larger than a largest angle to the optical axis of the light incident to the first luminous flux control member (101). The second emitting surface (126b) controls the light incident to the second incidence surface (126a) to have light distribution characteristics different from those of the light emitted from the first luminous flux control member (101), and emits the light.
