For at least one bandwidth greater than the lowest bandwidth, at least one enhancement layer is coded so that the sum of a rate of the data of the coded enhancement layer and a rate of a subset of data of a reference layer serving as a reference for interlayer prediction of the enhancement layer is less than the bandwidth greater than the lowest bandwidth.
