If it is determined that the image forming apparatus is not processing a job, creation of a snapshot of a sub-set (minimum required charging counter values for charging) is requested from the image forming apparatus. When charging information is transmitted to a management server, if it is determined that a usual full-set (department counter values and charging counter values) of data has not been acquired, the created sub-set is transmitted.
