The first set of components may manage, using a first set of parameters, at least one of uplink radio resources or downlink radio resources for a group of mobile user equipment. The second set of components may manage, using a second set of parameters, at least one of uplink radio resources or downlink radio resources for a group of fixed user equipment. The second set of parameters may be different than the first set of parameters.
